An urban legend passed on from an uncheckable source is one thing, but actual police reports and news coverage is another thing altogether even if it is highly exaggerated. The level of inexplicableness is also fascinating. Why are these figures so unsuccessful, inept even? What is the motivation to create fear that ultimately is unfounded and has no secondary effect? What is that actual first intended effect too?
